In this regard, the CFTC and the Bank reaffirm the primacy of the UK and U.S.
home authorities in their respective jurisdictions and recognize the importance of
deference, sustained by an appropriate and proportionate framework for information
sharing and cooperation. Based upon the MoU and the detailed practices set out
thereunder, the Bank has determined that its relationship with the CFTC meets the
expectations of the Bank’s Level 1 Informed Reliance Assessment. Consistent with the
Bank’s Statement of Policy and following the recognition and tiering decisions, the
outcome of this assessment enables the Bank to place reliance on the CFTC’s
supervision and oversight of incoming CCPs based in the U.S.

美国商品期货交易委员会（CFTC）工作人员宣布，其发布了修订后 CFTC 联
邦法规第 43.6(g)条规定的初始阶段后适当的大宗规模最小值和修改后的 CFTC
联邦法规第 43.6(h)条规定的初始阶段后上限规模。
CFTC 工作人员在 2020 年 2 月首次发布了初始阶段后大宗规模最小值和初
始阶段后期上限规模，与此同时，CFTC 建议对 CFTC 联邦法规第 43 部分的实
时公开报告要求【实时报告相关链接见下文】进行修改。2020 年 11 月，CFTC
发布最终规则，修订实时公开报告要求，其中包括关于初始阶段后大宗和上限规
模的修订。
2022 年 1 月 31 日，CFTC 工作人员发布 CFTC 工作人员函 22-03，就 2020
年 11 月的大宗和上限修订提供了不行动立场，该立场有效期至 2023 年 11 月 4
日。今日发布的经修订的初始阶段后大宗和上限规模，将于 2023 年 11 月 4 日生
效。
经修订的初始阶段后大宗和上限规模，以及其他互换报告规则、表格和要求，
已在 CFTC 官网公布。
