欧盟证券与市场管理局（ESMA，欧盟证券市场的监管者）就修订《欧盟市

场基础设施条例》（EMIR）下关于向第一层级第三国中央对手方（Tier 1 third

country central counterparties）收取费用的授权条例向公众征求意见。

此次征求意见旨在收集利益相关者对以下建议的适当性和可能影响的意见：

1. 通过一个取决于其全球营业额的加权系数，在所有获得认可的第一层级

中央对手方之间分配年费。

2. 每家第一层级第三国中央对手方的最低基本年费为 50,000 欧元，最高年

费为 250,000 欧元。
