欧盟证券与市场管理局（ESMA，欧盟证券市场的监管者）已将临时扩大各
类交易对手合格抵押品库的紧急措施有效期有限地延长了六个月。作为清算会员
的非金融交易对手方（NFC）的无抵押银行担保和所有类型交易对手方的公共担
保将继续被中央对手方（CCP）所认可，以避免在即将到来的寒冷季节发生可能
的不稳定。
ESMA 最终报告中列出的临时措施是在能源危机最严重时采取的，目的是减
轻那些活跃在受规管的天然气和电力市场并在欧盟中央对手方进行清算的非金

ESMA Extends Temporary CCP Collateral Emergency Measures by Six Months
(2023/10/13)
The European Securities and Markets Authority (ESMA), the EU’s financial
markets regulator and supervisor, has extended for a limited period of six months the
emergency measures which temporarily expand the pool of eligible collateral for all
types of counterparties. Uncollateralised bank guarantees for non-financial
