certain specified conditions. MPD determined that extending the no-action position
temporarily would not adversely impact its ability to monitor the capital position of
bank SDs under the Commodity Exchange Act and CFTC regulations.
Today’s no-action letter was issued in response to a joint request received from
the Securities Industry and Financial Markets Association and the International Swaps
and Derivatives Association on behalf of their SD members, who would otherwise be
required to comply with the CFTC’s financial reporting requirements by October 6. The
no-action position taken by MPD will expire on the earlier of October 6, 2025 or the
adoption by the CFTC of any revised financial reporting requirements applicable to
such bank SDs.

院 Roy K. Altman 法官于 7 月 5 日作出缺席判决，对佛罗里达居民 Adam Todd 及
其控制的四家公司——Digitex LLC, Digitex Limited, Digitex Software Limited, 和
Blockster Holdings Limited Corporation 发出永久禁令。
Todd 及其公司以“Digitex Futures”为商号，经营一家数字资产交易所。Todd
及其公司试图操控 Digitex Futures 原生代币“DGTX”（一种州际贸易商品）的价
格，在指定合约市场以外的平台上非法提供期货交易，未在 CFTC 注册，也未实
施客户信息计划、了解客户政策或反洗钱程序。
该判令禁止 Todd 及其公司在任何受 CFTC 监管的市场进行交易或在 CFTC
