MAS 助理常务董事(科技)Vincent Loy 表示：“此次联合演习表明，MAS、

BdF 金融稳定与运营总监 Nathalie Aufauvre 表示：“BdF 在网络危机管理方
面的经验对于准备此次与 MAS 的联合演习非常宝贵，这充分证明了我们在面临
危机时有效实现信息交换和共享的能力。网络风险在本质上就是跨国界的，特别
是在这个网络威胁加剧的时期，进行国际危机演习对于提高我们的抗风险准备水
平和共同网络韧性至关重要。这次演习也说明，2020 年 BdF 在新加坡建立亚太
办事处后，MAS 和 BdF 的联合合作形式多样。”
ACPR 副秘书长 Bertrand Peyret 表示：“与 MAS 的合作使我们能够分享关
于如何应对金融体系面临的越来越多的网络威胁的最佳实践。这也提醒了监管机
构和中央银行需要在金融机构要求的流程和协议的基础上，制定应对这些威胁的
其他流程和协议，包括跨境威胁。”
16. Joint Exercise by MAS, BdF and ACPR to Strengthen Cross-border Cyber
Crisis Response and Preparedness (2022/6/17)
The Monetary Authority of Singapore (MAS), the Banque de France (BdF) and
the Autorité de contrôle prudentiel et de résolution (ACPR) yesterday carried out a
joint crisis management exercise focused on cybersecurity threats. The exercise
follows from the Memorandum of Understanding on Cooperation in Cybersecurity
signed between MAS, BdF and ACPR in November 2019.
The joint exercise tested the effectiveness of cyber crisis coordination and
response by the three financial authorities when managing scenarios such as
ransomware, zero-day vulnerabilities and IT supply chain attacks. Given the global
nature of cyber threats and the interconnectedness of our financial systems,
cross-border cooperation has become increasingly important to safeguard financial
stability and the resilience of essential financial services.
