新的快速程序还将允许 FCA 在公司不再需要许可而取消公司许可时迅速采

取行动，并及时对许可的不当使用行为做出反应。例如，当许可被错误地用于营

销未受 FCA 监管的高风险产品时。

如果公司未能支付其监管费用、申报收益或完成年度申报，FCA 可能会将

其视为缺少受监管业务活动的指标，这可能会导致 FCA 使用这项新权力取消许

可。

FCA 的新权力也支持其现有的“使用它或失去它”（use it or lose it）的倡议，

自 2021 年 5 月以来，FCA 已进行了 1090 次审查，以了解公司是否正在进行其

持有许可的金融活动，其中 264 家公司申请自愿取消许可，47 家公司申请变更

其开展受监管活动的许可。

FCA 的执法和市场监管执行主任 Mark Steward 表示：

持有不需要或不使用许可的公司存在误导消费者的风险。这项权力将使我们

能够迅速采取行动，取消不使用或不需要的许可。公司应定期审查其许可，确保

许可的正确，并按照许可从事相关活动。如果公司不需要或不使用许可，应及时

进行取消。
