人民银行、证监会、外汇局发布联合公告〔2022〕第 4 号（关于进一步便利

境外机构投资者投资中国债券市场有关事宜）（以下简称《公告》），统筹同步

推进银行间和交易所债券市场对外开放。

为加强我国债券市场对外开放的系统性、整体性、协同性，人民银行、证监

会、外汇局遵循市场化、法治化、国际化要求，按照“一套制度规则、一个债券

市场”原则，联合制定了《公告》，在现行制度框架下，进一步便利境外机构投

资者投资中国债券市场，统一资金跨境管理。

State Administration of Foreign Exchange Issue Joint Announcement No. 4 [2022]

The People's Bank of China, China Securities Regulatory Commission and the

State Administration of Foreign Exchange issued Joint Announcement（No. 4 [2022]）

on Matters Relating to Further Facilitating Foreign Institutional Investors to Invest in

China's Bond Market ("the Announcement") to coordinate and synchronize the

opening up of the interbank and the exchange bond markets to the global market.

In order to strengthen the systemic, holistic and synergistic nature of the opening

up of China's bond market, the three agencies have followed the requirements of

marketization, legalization and internationalization, and jointly formulated the

Announcement in accordance under the principles of "one set of rules and one bond

market" to further facilitate foreign institutional investors to invest in China's bond

market and unify cross-border management of funds under the existing institutional
framework.
