国务院办公厅《关于推动外贸保稳提质的意见》（国办发〔2022〕18 号）

提出，在增强海运物流服务稳外贸功能方面，各地方、商协会组织中小微外贸企

业加大与国际班轮公司对接力度，进一步推动扩大班轮公司直客对接的业务规模。

加紧研究推进在上海期货交易所、大连商品交易所上市海运运价、运力期货。依

法依规加强对国际海运领域的市场监管，对国际海运市场相关主体涉嫌不正当竞

争、价格违法、垄断等行为开展调查处理。各地方协调帮助物流、货代等企业及

时赴港口提离冷藏货物、危险货物等集装箱，提升主要港口的货物中转效率。

The General Office of the State Council Releases the Opinions on Promoting

Steady and High-quality Growth in Foreign Trade (No. 18 [2022] of the General

Office of the State Council) emphasizes that in enhancing the function of maritime

logistics services to stabilize foreign trade, the local associations, business

associations organize medium, small and micro-sized foreign trade enterprises to

increase the contacting with international liner companies and further promote the

expansion of the business scale of liner companies to dock directly with customers.

Accelerate research to promote the listing of maritime freight futures and maritime

capacity futures in Shanghai Futures Exchange and Dalian Commodity Exchange.

Strengthen market supervision in the field of international maritime transport in

accordance with the law and regulations, and investigate and penalize with suspected

unfair competitions, price violations and monopolies of relevant subjects in the

international maritime market. The Local governments should coordinate with
logistics, freight forwarding and other enterprises for rapid transit of containers with

refrigerated goods, dangerous goods and other containers, to improve efficiency of the

transit of goods at major ports.
