香港金融管理局（金管局）与 SFC 就场外衍生工具结算制度下的金融服务
提供者名单（注 1）的年度更新，发表联合咨询总结。

经考虑市场回应后，金管局与 SFC 将落实联合咨询文件（注 2）中关于修改

金融服务提供者名单的建议。咨询总结文件及经更新的金融服务提供者名单可从

金管局及 SFC 的网站下载（注 3）。

备注：

1. 金融服务提供者名单内载列的实体须符合以下两项准则 ──

(a) 属于出现在金融稳定理事会刊发的全球具系统重要性银行名单，或

曾向场外衍生工具监事组织（OTC Derivatives Supervisors Group）承诺会

与中央对手方、基础建设提供者及全球监事合作，对全球场外衍生工具市

场作出结构性方面改善的交易商集团名单上的集团；

(b) 是在美国、欧洲、日本及香港为掉期息率提供结算服务的最大规模

中央对手方的结算成员。

2. 请参阅于 2022 年 4 月发出有关对金融服务提供者名单进行年度
更新的联合咨询文件。

3. 经更新的金融服务提供者的名单将会在 2022 年第四季刊宪，以

便在 2023 年 1 月 1 日实施。

21. Annual Update to the List of Financial Services Providers under the OTC

Derivatives Regulatory Regime (2022/6/23)

The Hong Kong Monetary Authority (HKMA) and Securities and Futures

Commission (SFC) today issued the joint consultation conclusions on the annual

update to the list of Financial Services Providers (FSP List) (Note 1) under the
over-the-counter (OTC) derivatives clearing regime.

Having considered the market feedback, the HKMA and SFC will proceed with

the proposed changes to the FSP List as set out in the joint consultation paper (Note 2).
