13. 美国商品期货交易委员会发布草案拟修订互换交易商与主要互换参与者的

商业行为及互换交易存档要求（2025 年 9 月 24 日）

美国商品期货交易委员会（CFTC）提议修订法规，旨在明确 CFTC 关于互

换交易商和主要互换参与者的部分商业行为与互换交易存档要求的现有的不行

动立场。

若该修订草案获得通过， CFTC 的规则将与美国证券交易委员会及市政证券

规则制定委员会（Municipal Securities Rulemaking Board）的相关规则进一步协

调统一。

公众意见须在 2025 年 10 月 24 日之前或当日提交。

CFTC Issues Proposal to Revise Business Conduct and Swap Documentation

Requirements for Swap Dealers and Major Swap Participants (2025/9/24)

The Commodity Futures Trading Commission is proposing amendments that

would codify existing no-action positions for certain of the CFTC’s business conduct

and documentation requirements applicable to swap dealers and major swap

participants.

The proposed amendments, if adopted, would further harmonize the CFTC’s

rules with those of the Securities and Exchange Commission and Municipal Securities

Rulemaking Board.

Comments must be submitted on or before Oct. 24, 2025.
