Due to the novelty of MIAX Futures’ block-trade only proposal, DMO seeks

public comment on the above issues. The abbreviated comment period is necessary to

facilitate a timely decision in advance of the proposed June 30, 2025, trading date –

when the current electronic trading system will cease to be available – if the requested

relief is granted.

Comments may be submitted electronically through the CFTC’s online portal.

All comments will be posted on CFTC.gov. MIAX Futures’ request for a no-action

行动函（2025 年 6 月 25 日）

美国商品期货交易委员会（CFTC）市场监管部签发不行动函，声明其将不

会就MIAX Futures Exchange, LLC临时提供仅采用大宗交易方式进行明尼阿波

利斯硬红春小麦期货期权（HRSW Options）交易一事建议采取执法行动，但需

满足该函中规定的条件。

此项不行动函的立场旨在使市场参与者，包括不符合《美国商品交易法》

（CEA）第 1a(18)条所定义的“合格合约参与者”（Eligible Contract Participants）

身份的市场参与者，能够交易或平掉现有头寸。

MIAX 之所以请求此项豁免，是由于其 HRSW 期权的电子交易系统即将无

法使用。此项豁免于 2025 年 6 月 23 日至 25 日期间公开征求了意见。

此项有时限的不行动立场有效期为 2025 年 6 月 29 日至 2025 年 8 月 29 日。
