美国商品期货交易委员会（CFTC）市场监管部发布不行动函，延长 CFTC

第 22-14 号函中关于 CFTC 联邦法规第 45 部分和第 46 部分特定互换报告要求的

不行动立场。

该函适用于在澳大利亚、加拿大、欧盟、日本、瑞士或英国设立的特定非美

国互换交易商及非美国主要互换参与者，且其最终母公司实体不是美国互换交易

商、美国主要互换参与者、美国银行、美国金融控股公司或美国银行控股公司。

CFTC Staff Issues No-Action Letter Extension Regarding Non-U.S. Swap

Dealers (2025/6/23)

The Commodity Futures Trading Commission’s Division of Market Oversight

today issued a no-action letter extending the no-action position of CFTC Letter

No. 22-14 concerning certain swap reporting requirements of Part 45 and Part 46 of

the CFTC’s regulations.

The letter applies to certain non-U.S. swap dealers and non-U.S. major swap
participants established in Australia, Canada, the European Union, Japan, Switzerland

or the United Kingdom, that are not part of an affiliated group in which the ultimate

parent entity is a U.S. swap dealer, U.S. major swap participant, U.S. bank, U.S.

financial holding company or U.S. bank holding company.
