局 EIOPA 以及欧盟证券与市场管理局 ESMA，上述统称为欧盟监管当局 ESAs）
发布了《数字运营韧性法案》（Digital Operational Resilience Act, DORA）下的
第 一 套 最 终 技 术 标 准 草 案 ， 旨 在 通 过 加 强 金 融 实 体 的 信 息 和 通 信 技 术
（Information and Communication Technology, ICT）以及第三方风险管理和事
件报告框架，提高欧盟金融业的数字运营韧性。
联合最终技术标准草案包括：
● 关于 ICT 风险管理框架和简化 ICT 风险管理框架的监管技术标准（RTS）；
● 关于 ICT 相关事件分类标准的监管技术标准；
● 明确规定由 ICT 第三方服务提供商（TPP）提供的支持关键或重要功能
的信息和通信技术服务政策的监管技术标准；
● 建立信息登记册模板的实施技术标准（ITS）。
