美国商品期货交易委员会（CFTC）正在就一项替代性合规申请（substituted
compliance application）征求公众意见，该申请要求 CFTC 认定，某些在 CFTC
注册的英国非银行互换交易商可以适用并遵守英国法规下的具有可比性的资本
和财务报告要求，来满足《美国商品交易法》的某些资本和财务报告要求。该申
请的提交者为国际银行家协会（Institute of International Bankers）、国际掉期与衍
生工具协会（International Swaps and Derivatives Association）以及美国证券业金
融市场协会（Securities Industry and Financial Markets Association）。
与该申请相关，CFTC 还就一项可比性认定和相关命令的草案征求公众意见。

The Commodity Futures Trading Commission is soliciting public comment on a
substituted compliance application requesting that the Commission determine that
certain CFTC-registered nonbank swap dealers located in the United Kingdom may
