8. 欧盟监管当局联合委员会发布 2026 年工作计划（2025 年 10 月 16 日）
欧盟监管当局（包括欧盟银行业管理局 EBA、欧盟保险和职业养老金管理
局 EIOPA 以及欧盟证券与市场管理局 ESMA，上述统称为欧盟监管当局 ESAs）
公布其 2026 年工作计划，概述了来年的重点合作领域。该计划旨在增强金融体
系的数字运营韧性，确保持续保护消费者，并识别可能破坏金融稳定的风险。
具体而言，欧盟监管当局将在 2026 年共同开展以下工作：
依据《数字运营韧性法案》（DORA）确保关键第三方信息通信技术（ICT）
提供商监管框架的有效运行；
在地缘政治紧张局势持续与不确定性加剧的背景下开展联合风险分析；
在欧盟金融领域（包括欧盟委员会储蓄和投资联盟倡议背景下）进一步
推进金融教育与消费者保护；
监测证券化市场的发展；
就金融集团（financial conglomerates）、创新促进机构与信用评估机构等
其他跨行业事项展开协作；
支持计划中对《可持续金融披露条例》（SFDR）的审查工作。
ESAs’ Joint Committee Publishes Work Programme for 2026 (2025/10/16)
The Joint Committee of the European Supervisory Authorities (EBA, EIOPA and
ESMA – the ESAs) today presented its 2026 Work Programme, outlining key areas of
collaboration for the coming year. The upcoming Programme aims to strengthen the
financial system’s digital operational resilience, ensure the continued protection of
