针对英国政府关于改革反洗钱和反恐融资监管制度的决定，英国金融行为监
管局（FCA）执法与市场监管联合执行董事 Steve Smart 表示：
“我们认识到完善反洗钱监管制度带来的好处。这些改革将简化专业服务领
域的监管，确保监管统一，并助力我们识别与打击犯罪行为。”
“在共同致力于提升英国打击金融犯罪能力的过程中，FCA 将与政府、反
洗钱监管专业机构办公室（the Office for Professional Body Anti-Money Laundering
Supervision, OPBAS）、专业机构监管组织、英国税务海关总署（HMRC）、即将
接受监管的机构及其他相关方紧密合作。我们将依托该领域丰富的专业经验，确
保平稳过渡与有效监管。”
“新监管制度将为包括执法机构在内的关键合作伙伴创造更深入的合作机

Government’s Decision on Reforming Anti-Money Laundering and
Counter-Terrorism Financing Supervision (2025/10/21)
Responding to the Government’s decision on reforming anti-money laundering
and counter-terrorism financing supervision, Steve Smart, joint executive director of
enforcement and market oversight at the FCA, said:
‘We recognise the benefits of an improved regime for anti-money laundering
supervision. These changes will simplify the supervision of professional services,
ensure more consistent oversight and help us identify and disrupt crime.
‘The FCA will work closely with the Government, the Office for Professional
