月 3 日）
美国商品期货交易委员会（CFTC）市场监管部、清算与风险部宣布，应指
定合约市场 QCX LLC 及衍生品清算机构 QC Clearing LLC 的请求，两部门决定
对涉及事件合约的互换交易数据报告与记录保存规定的事项采取不行动立场。
根据该不行动函的条款，两部门将不会建议 CFTC 对上述任一实体或其参与
者因未遵守特定互换交易记录保存的规定，或未将依据 QCX LLC 规则执行或受
其规则约束、并通过 QC Clearing LLC 清算的二元期权交易及可变赔付合约交易
数据报告至互换交易报告库的行为采取执法措施。
该不行动函仅适用于极为少数的情形，并且其性质类似于针对其他处于相似
情况的指定合约市场和衍生品清算机构的不行动函。
CFTC Staff Issues No-Action Letter Regarding Event Contracts (2025/9/3)
The Commodity Futures Trading Commission’s Division of Market Oversight
and the Division of Clearing and Risk today announced they have taken a no-action
position regarding swap data reporting and recordkeeping regulations for event
contracts in response to a request from QCX LLC, a designated contract market, and
QC Clearing LLC, a derivatives clearing organization.
