重点关注投资者保护和金融稳定
国际证监会组织（IOSCO）发布 2025 年度工作计划，明确增强全球市场金
融韧性、提升市场效能及强化投资者保护的关键优先事项。
IOSCO 理事会主席、比利时金融服务与市场管理局（FSMA）主席 Jean-Paul
Servais 表示：“IOSCO 始终致力于就成员关切的问题提供支持，通过与国际组
织及标准制定机构合作应对全球挑战，推动监管方式协同。此类合作对凝聚共识、
有效应对金融市场新兴风险至关重要。”
增强金融韧性
IOSCO 将与金融稳定理事会（FSB）深化合作，优先关注市场型金融领域（即
非银行金融中介或 NBFI），包括参与 FSB 关于 NBFI 杠杆率研究，并推动解决
非银行数据的可获取性、使用效率与质量等问题。此外，IOSCO 将完成关于开
放式基金流动性管理的修订建议及配套实施指引，确保其反映市场动态变化，助
力资产管理行业提升其韧性。
