14. 日本与新加坡续签双边互换协议(2024 年 5 月 21 日)
日本银行(The Bank of Japan)作为日本财务大臣的代理人,与新加坡金融
管理局(MAS)续签了两国现有的双边互换交易安排(Bilateral Swap Arrangement,
BSA)。
双边互换交易安排使日本和新加坡当局在需要时彼此能够将本国的货币换
取对方持有的美元,并能使新加坡以新加坡元换取日元。
双边互换交易安排的规模保持不变,即新加坡可以用新加坡元从日本兑换最
多 30 亿美元或等值的日元,日本可以用日元从新加坡兑换最多 10 亿美元。
续签后的双边互换交易安排纳入了修订的内容,与近期多边清迈倡议
(Chiang Mai Initiative Multilateralisation, CMIM)的修订保持一致。
日本和新加坡重申其将致力于深化双边金融合作,并表示续签双边互换交易
安排将有助于加强两国的金融稳定性。
Renewal of Bilateral Swap Arrangement between Japan and Singapore

The Bank of Japan, acting as agent for the Minister of Finance of Japan, and the
Monetary Authority of Singapore renewed the existing Bilateral Swap Arrangement
(BSA) between the two countries.
The BSA enables the authorities in Japan and Singapore to swap their local
currencies in exchange for the US dollar from each other, and for Singapore to swap
Singapore dollars in exchange for Japanese yen, in times of need.
The size of the BSA remains unchanged, that is, Singapore can swap Singapore
dollars for up to US$3 billion or its equivalent in Japanese yen from Japan, and Japan
can swap Japanese yen for up to US$1 billion from Singapore.
