支付 14 万美元的罚金。Oscar Gruss & Son 位于纽约州纽约市，是 NFA 介绍经纪
商（IB）会员。
该决定由 NFA 的商业行为委员会（BCC）作出，其依据的是商业行为委员
会发布的控告书和 Oscar Gruss & Son 提交的和解申请，在和解申请中，Oscar
Gruss & Son 既不承认也不否认控告书中的指控。控告书指控 Oscar Gruss & Son
未能履行其通信记录保存义务，违反了 NFA 合规规则（NFA Compliance Rule）
第 2-10(a)条；Oscar Gruss & Son 允许个人在未注册为业务人员（AP）和 NFA 非
正式会员的情况下作为业务人员行事，违反了 NFA 内部规则（NFA Bylaw）第
301(b)条。控告书还指控 Oscar Gruss & Son 未履行监督职责，违反了 NFA 合规
规则第 2-9(a)条。
商业行为委员会在决定中认定 Oscar Gruss & Son 违反了 NFA 合规规则第 2-
9(a)条和 2-10(a)条，以及 NFA 内部规则第 301(b)条。
