2. 美国联邦法院判令得克萨斯州交易顾问及其所有人就违反注册规定的行为

支付 10 万美元罚款（2023 年 8 月 29 日）

美国商品期货交易委员会（CFTC）宣布，美国得克萨斯州西区联邦地区法

院签发同意令，对 BareIt Media LLC 及其所有人 Ryan Masten 处以永久性禁令、

罚款和公平救济。由于未在第一时间按照《美国商品交易法》（CEA）和 CFTC

联邦法规要求向 CFTC 注册，该同意令要求被告支付 10 万美元的民事罚款，并

永久禁止他们以商品交易顾问（CTA）或商品交易顾问业务人员（AP）身份开展

业务。

该同意令了结了 CFTC 于 2020 年 9 月 2 日对 BareIt Media 和 Masten 提起的

案件背景

该同意令认定，BareIt Media 在大约 2013 年 5 月 1 日至 2017 年 5 月 1 日期

间，以 SignalPush 的名义开展业务。SignalPush 向客户和潜在客户提供获取交易

信号（trade signals）的能力，并利用这些交易信号自动进行二元期权交易。根据

该同意令，Masten 控制 BareIt Media，并招揽客户和潜在客户签约 SignalPush 服

务。在此期间，BareIt Media 未注册为商品交易顾问，Masten 未注册为 BareIt Media

的业务人员。

Federal Court Orders Texas Trading Advisor and Owner to Pay $100,000 Penalty

for Registration Violations (2023/8/29)

The Commodity Futures Trading Commission today announced the U.S. District

Court for the Western District of Texas entered a consent order for permanent

injunction, monetary sanctions, and equitable relief against BareIt Media LLC and its

owner Ryan Masten. The order requires the defendants to pay a $100,000 civil

monetary penalty and permanently enjoins them from operating as commodity trading
