18. 欧洲证券与市场管理局认可上海清算所和迪拜清算所（2022 年 10 月 3 日）

欧洲证券与市场管理局（ESMA，欧盟证券市场的监管者），已更新了其认

可的第三国中央对手方（TC CCP）名单，新增了上海清算所（Shanghai Clearing

House）和迪拜清算所（Dubai Clear）。

9 月 27 日，ESMA 认可中华人民共和国的上海清算所和阿拉伯联合酋长国

（UAE）的迪拜清算所为《欧盟市场基础设施监管条例》（EMIR）第 25 条项下

的合格第三国中央对手方。

在认可上海清算所为第三国中央对手方之前，欧盟于 2022 年 6 月 22 日通过

了一项关于中华人民共和国中央对手方的监管框架与 EMIR 的要求具有等效性

的决定。关于阿联酋的等效性决定以及“阿联酋证券及商品管理局（Securities and

Commodities Authority）”与 ESMA 之间的谅解备忘录已分别于 2016 年 12 月和

2017 年 2 月发布。

ESMA Recognises Shanghai Clearing House and Dubai Clear (2022/10/3)

The European Securities and Markets Authority (ESMA), the EU’s

securities markets regulator, has updated its list of recognised third-country
central counterparties (TC CCPs) to include the Shanghai Clearing House and

Dubai Clear.
