law provides wrongdoers with an unfair advantage over those who are doing the right
thing by following CFTC rules. By enforcing individual accountability for registration,

responsible after last year’s $100 million dollar settlement with corporate defendants.

5. 美国商品期货交易委员会发布修改互换清算要求的规则草案，以解决从伦敦
银行间同业拆借利率和其他银行间同业拆借利率向替代参考利率过渡的问题

美国商品期货交易委员会（CFTC）一致表决通过了一项规则制定建议通知
（NPRM），修改其利率互换清算要求，取消与伦敦银行间同业拆借利率（LIBOR）
和其他银行间同业拆借利率挂钩的某些清算要求，并以参考隔夜、近无风险参考
利率作为类似互换清算要求作为替代。NPRM 提议更新根据 CFTC 监管规定第
50 部分要求提交至衍生品清算机构（DCO）或豁免 DCO 进行清算的互换清单，
并更新 CFTC 互换清算要求的合规时间表，以配合最新要求清算的互换系列的实
施。
NPRM 提议将 CFTC 监管规定 50.4(a)修订如下：
