代表大会常务委员会第三十四次会议于 2022 年 4 月 20 日通过，现予公布，自
2022 年 8 月 1 日起施行。

The Law of the People's Republic of China on Futures and Derivatives as

adopted at the 34th session of the Standing Committee of the Thirteenth National
People's Congress of the People's Republic of China on April 20, 2022, is hereby
issued, and shall come into force on August 1, 2022.

2. 中国人民银行就《中华人民共和国金融稳定法（草案征求意见稿）》公开征
求意见（2022 年 4 月 6 日）
为贯彻落实党中央、国务院关于防范化解金融风险、健全金融法治的决策部
署，建立维护金融稳定的长效机制，人民银行会同有关部门研究起草了《中华人
民共和国金融稳定法（草案征求意见稿）》，现向社会公开征求意见。
《金融稳定法（草案征求意见稿）》共六章四十八条，分为总则、金融风险
防范、金融风险化解、金融风险处置、法律责任、附则。草案旨在建立健全高效
权威、协调有力的金融稳定工作机制，进一步压实金融机构及其主要股东、实际
