Highlights of the Notice include: First, providing a uniform set of rules on
registration, account opening, money exchange and use, and statistical monitoring of

Panda Bonds in the inter-bank market and exchange-traded bond market; Second,

regulating the registration and account opening process, requiring Panda Bonds to be

registered in banks before issuance, allowing serial bonds with registration and

account opening at first issue and report the information of issuance one by one in the

following issuances using the same account; Third, improving the foreign exchange

risk management of Panda Bonds for which the overseas institutions can conduct

foreign exchange derivatives transactions with domestic financial institutions; Fourth,

clarifying that the funds raised by issuing Panda Bonds can be retained in China or

wired to foreign country.

The Notice will be effective from January 1, 2023.

证监会近日同意广州期货交易所开展工业硅期货和期权交易。

工业硅期货和期权是广州期货交易所挂牌交易的首个品种。工业硅是“硅能

源”产业的重要原料，属于绿色低碳品种。我国是全球最大的工业硅生产国、消

费国和出口国。推出工业硅期货和期权，对于完善工业硅价格形成机制、提升市

场主体风险管理能力和助力我国低碳经济发展具有积极意义，符合广州期货交易

所服务绿色发展的定位。

to List Silicon Metal Futures and Options for Trading(2022/12/2)

China Securities Regulatory Commission recently announced that it has given

the green light to the trading of Silicon Metal Futures and Options on the Guangzhou

Futures Exchange.
