20. 欧洲证券与市场管理局支持荷兰所有权转让设施天然气期货合约实行持仓
限额制度（2022 年 12 月 20 日）
欧洲证券与市场管理局（ESMA，欧盟证券市场的监管者）发布了一份关于
ICE Endex 荷兰所有权转让设施（TTF）天然气合约持仓限额草案的意见。
ESMA 同意荷兰金融市场管理局（AFM）就 ICE Endex 荷兰 TTF 天然气期
货和期权合约实施持仓限额的通知。ESMA 认为，这些限额符合《欧盟金融工具
市场指引 II》（MiFID II）中确立的目标以及符合限额设定所采取的方法。
拟采取的持仓限额是基于可交割供应量和未平仓合约的最新数据，反映了
ICE Endex 荷兰 TTF 天然气合约最新的市场发展情况，包括向欧盟交付的俄罗斯
天然气数量的急剧减少。

意见中，ESMA 邀请荷兰金融市场管理局密切关注 ICE Endex 荷兰 TTF 合
约的动向，并在可交割供应量或未平仓合约出现任何相关变化时，及时重新提交
持仓限额。
ESMA Supports Position Limits for TTF Gas Futures (2022/12/20)
The European Securities and Markets Authority (ESMA), the EU ’ s
financial markets regulator and supervisor, has today published an Opinion on
the proposed position limits for the ICE Endex Dutch Title Transfer Facility
(TTF) Gas contracts.
ESMA agrees with the position limits notified by the Dutch Authority for the
Financial Markets (AFM) for the ICE Endex Dutch TTF Gas futures and options
contracts. ESMA found that those limits are consistent with the objectives established
in MiFID II and with the methodology developed for setting the limits.
