4. 中国人民银行 国家外汇管理局关于印发《境外机构投资者投资中国债券市
场资金管理规定》的通知（2022 年 11 月 18 日）
为进一步扩大金融市场双向开放，近日，中国人民银行、国家外汇管理局联
合发布《境外机构投资者投资中国债券市场资金管理规定》（以下简称《规定》），
完善并明确境外机构投资者投资中国债券市场资金管理要求。《规定》的出台有
利于进一步便利境外机构投资者投资中国债券市场，增强中国债券市场对境外机
构投资者的吸引力。
《规定》主要内容包括：一是统一规范境外机构投资者投资中国债券市场所
涉及的资金账户、资金收付和汇兑、统计监测等管理规则。二是完善即期结售汇
管理，允许境外机构投资者通过结算代理人以外的第三方金融机构办理。三是优
化外汇风险管理政策，进一步扩大境外机构投资者外汇套保渠道，并取消柜台交
易的对手方数量限制。四是优化汇出入币种匹配管理，提升境外机构投资者投资
资金汇出便利性，鼓励长期投资中国债券市场。五是明确主权类机构外汇管理要
求,通过托管人或结算代理人（商业银行）投资的主权类机构投资者，应在银行
办理登记。
《规定》自 2023 年 1 月 1 日起施行。
