 Ensure that SDRs do not erroneously reject swap data submissions due
to the validations currently in the Technical Specification;

 Align reporting requirements with international standards developed by

the CFTC and other global regulators; and

 Enable market participants to build compliant systems that can withstand

changing market conditions.

The modifications address 14 data elements for several swap data reporting

topics including: clearing, counterparty identification, price, valuation, collateral and

margin, and transaction-related data fields. Publishing these modifications is a

proactive effort to provide timely, transparent, and useful form and manner

instructions to reporting counterparties and the SDRs as they continue to implement
the swap data reporting rules by December 5, 2022.

6. 美国商品期货交易委员会工作人员向中国台湾期货交易所签发不行动函

（2022 年 9 月 19 日）

美国商品期货交易委员会（CFTC）清算与风险部（DCR）宣布其已向中国

台湾期货交易所（TAIFEX）签发一份附有时间限制的不行动函。

该函载明，TAIFEX 在未按照《美国商品交易法》（CEA）的要求注册为衍

生品清算机构（DCO）的前提下，如为其清算会员自营交易提供互换清算服务

且该清算会员是美国主体或美国主体的关联机构，DCR 将不会建议 CFTC 对其

采取执法行动。

该不行动函的到期日以下列时间较早者为准：2023 年 9 月 15 日或 CFTC 根

据 CEA 第 5b（h）节豁免 TAIFEX 注册为 DCO 的日期。
