12. 欧洲银行同业拆借利率小组即将发生变动（2026 年 2 月 18 日）
欧盟证券与市场管理局（ESMA，欧盟金融市场的监管机构），以欧洲货币
市场研究所（EMMI，欧洲银行同业拆借利率 Euribor 管理机构）监管者的身份，
就欧洲银行同业拆借利率小组即将发生的变动发表声明。
该声明涉及 EMMI 宣布总部位于英国的 Barclays Bank PLC（BBPLC）将退
出欧洲银行同业拆借利率小组。该退出将于 2026 年 2 月 27 日生效，当日将是该
银行为该基准利率的确定提供输入数据的最后一天。
ESMA 与欧洲银行同业拆借利率监管委员会（Euribor College of Supervisors）
内的各成员国监管机构已评估了 Barclays Bank PLC 的退出对欧洲银行同业拆借
利率代表欧元无担保货币市场情况的影响。ESMA 与监管委员会得出结论，
Barclays Bank PLC 的退出不会对欧洲银行同业拆借利率的代表性构成风险。
此次退出之前，欧洲银行同业拆借利率小组经历了一次扩容，自 2022 年以
来新增了三家报价银行（更多信息请参阅：1、2）。ESMA 对 EMMI 声明另一家
银行即将加入欧洲银行同业拆借利率小组的公告表示了积极的看法。ESMA 继续
鼓励活跃在欧元无担保货币市场的信贷机构考虑加入欧洲银行同业拆借利率小
组，积极支持这一欧盟金融体系关键基准利率的稳健性和代表性。
Upcoming Changes to the Euribor Panel (2026/2/18)
The European Securities and Markets Authority (ESMA), the EU’s financial
markets regulator and supervisor, is issuing a statement on the upcoming changes to
the Euribor panel, in its capacity as supervisor of the European Money Market
Institute (EMMI), administrator of Euribor.
This statement concerns the announcement by EMMI that Barclays Bank PLC
(BBPLC), based in the United Kingdom, will withdraw from the Euribor panel. The
withdrawal will take effect on 27 February 2026, which will be the bank’s final day
