美国商品期货交易委员会（CFTC）市场监管部、清算与风险部宣布，针对

指 定 合 约 市 场 Bitnomial Exchange, LLC 和 注 册 衍 生 品 清 算 机 构 Bitnomial

Clearinghouse, LLC 的请求，已就特定二元及有限范围互换合约的互换数据报告

与记录保存规定采取无异议立场。

根据无异议函的条款，市场监管部和清算与风险部不会建议 CFTC 对

Bitnomial Exchange, LLC、Bitnomial Clearinghouse, LLC 及其参与者因未能遵守

某些与互换交易相关的记录保存要求，以及未能向互换数据报告库报告与事件合

约相关的交易数据（这些交易根据 Bitnomial Exchange, LLC 的规则成交并通过

Bitnomial Clearinghouse, LLC 清算）而采取执法行动。

该无异议函仅适用于特定情形，其性质与针对其他同类指定合约市场和衍生

CFTC Staff Issues No-Action Letter Regarding Event Contracts (2026/1/8)

The Commodity Futures Trading Commission’s Division of Market Oversight

and the Division of Clearing and Risk today announced they have taken a no-action

position regarding swap data reporting and recordkeeping regulations for certain

binary and bounded swap contracts in response to a request from Bitnomial Exchange,

LLC, a designated contract market, and Bitnomial Clearinghouse, LLC, a registered

derivatives clearing organization.

The divisions will not recommend the CFTC initiate an enforcement action

against either entity or their participants for failure to comply with certain

swap-related recordkeeping requirements and for failure to report to swap data
