19. 欧盟证券与市场管理局依据《欧盟市场基础设施监管条例》维持对两家英国

中央对手方的认可（2025 年 12 月 15 日）

欧盟证券与市场管理局（ESMA，欧盟证券市场的监管者）确认，将继续认

可两家成立于英国的中央对手方（CCPs）机构—LCH Limited 与 LME Clear

Limited。

此项决定依据《欧盟市场基础设施监管条例》（EMIR）第 25 条第 5 款第 b

项作出，该条款要求 ESMA 结合近期监管、市场及业务发展情况，评估 LCH

Limited 与 LME Clear Limited 是否持续满足最初获得认可时的条件。

经审核，ESMA 认为继续将 LCH Limited 认定为第二类中央对手方以及将

LME Clear Limited 认定为第一类中央对手方的决定是恰当的。

ESMA 对 LCH Limited 与 LME Clear Limited 的分级认定及认可决定将持续

有效至 2028 年 6 月 30 日。

背景

ICE Clear Europe Limited 未纳入本次审核范围，因其分级认定及认可已于

2023 年完成审核并确认。

ESMA Maintains Recognition of Two UK Central Counterparties under EMIR

(2025/12/15)

The European Securities and Markets Authority (ESMA), the EU’s financial

markets regulator and supervisor, confirmed it will maintain the recognition of LCH

Limited and LME Clear Limited, two central counterparties (CCPs) established in the

United Kingdom (UK).

This decision is taken under Article 25(5)(b) of the European Market

Infrastructure Regulation (EMIR), that requires ESMA to assess if the conditions

under which LCH Limited and LME Clear Limited were originally recognised

continue to be met, considering recent regulatory, market, and business developments.
