10. 欧盟证券与市场管理局延长对三家英国中央对手方的分级和认可（2025 年 3
月 17 日）
欧盟证券与市场管理局（ESMA）宣布，决定暂时延长根据《欧盟市场基础
设施监管条例》（EMIR）第 25 条对英国境内三家中央对手方（CCPs）的认可
决定的适用期限。
2025 年 1 月 30 日，欧盟委员会就适用于英国中央对手方的监管框架通过了
新的等效性决定。
随后，ESMA 将 2020 年 9 月 25 日通过的对三家英国中央对手方——ICE
Clear Europe Ltd、LCH Ltd（2 级）和 LME Clear Ltd（1 级）的分级认定和认可
决定的有效期延长，以匹配新等效性决定的到期日。
分级决定和认可决定的适用期暂时延长至 2028 年 6 月 30 日。
ESMA 还根据《欧盟市场基础设施监管条例 3》（EMIR 3）的要求，与英
格兰银行签署了一份修订后的谅解备忘录（MoU）。
ESMA Extends the Tiering and Recognition of the Three UK-based CCPs
(2025/3/17)
The European Securities and Markets Authority (ESMA) announced today its
decision to temporarily extend the application of the recognition decisions under
Article 25 of the European Market Infrastructure Regulation (EMIR) for three central
counterparties (CCPs) established in the United Kingdom (UK).
On 30 January 2025, the European Commission adopted a new equivalence
decision in respect of the regulatory framework applicable to CCPs in the UK.
Subsequently, ESMA has prolonged the tiering determination decisions and
recognition decisions for the three recognised UK CCPs - ICE Clear Europe Ltd, LCH
