会 国家外汇管理局关于加快推进现代航运服务业高质量发展的指导意见（2023

年 12 月 13 日）

近日，交通运输部、中国人民银行、国家金融监督管理总局、中国证券监督

管理委员会、国家外汇管理局联合印发了《关于加快推进现代航运服务业高质量

发展的指导意见》 。 针对航运融资服务水平有待提高、航运衍生品发展滞后的问

题，《指导意见》提出了优化船舶融资租赁营商环境、发展多种航运融资方式、

完善航运期货品种体系等具体工作措施。

the People’s Bank of China, the National Administration of Financial Regulation,

the China Securities Regulatory Commission and the State Administration of

Foreign Exchange on Accelerating the High-quality Development of the Modern

Shipping Service Industry (2023/12/13)

Recently, the Ministry of Transport of the People’s Republic of China, the People’s

Bank of China, the National Administration of Financial Regulation, the China

Securities Regulatory Commission and the State Administration of Foreign Exchange

jointly issued the Guiding Opinions on Accelerating the High-quality Development of

the Modern Shipping Service Industry. Aiming at the problems that the level of shipping

financing services needs to be improved and the development of shipping derivatives

is lagging behind; the Guiding Opinions set forth specific work measures such as

optimizing the business environment for ship finance leasing, developing various

shipping financing methods, and perfecting the shipping futures products system.
