The amended order permits Cboe Clear to provide clearing services for digital
asset futures on a margined basis for futures commission merchants, in addition to the
fully collateralized futures and fully collateralized swaps previously authorized.
Cboe Clear’s parent company, Cboe Digital Exchange, LLC, is registered with the
CFTC as a designated contract market.

4. 美国联邦法院命令华盛顿某农场经营者为虚增肉牛计划和违反持仓限额规
定支付 100 万美元罚款（2023 年 6 月 5 日）
美国商品期货交易委员会（CFTC）今日宣布，华盛顿东区联邦地区法院的
首席法官 Stanley A. Bastian 发布命令，对 Cody Easterday 实施永久禁令，并要求
他为虚增肉牛欺诈计划支付 100 万美元民事罚款。在平行刑事诉讼中，Easterday
此前被判处 11 年监禁，并被命令支付 2.44 亿美元赔偿金。[United States v.

根据指控，除了要求 Easterday 支付 100 万美元的民事罚款外，该命令还永
久禁止 Easterday 再次违反《美国商品交易法》和 CFTC 联邦法规。而且该命令
永久禁止 Easterday 参与根据任何 CFTC 注册实体的规则所开展的交易，或从事
任何需要 CFTC 注册的活动。
该命令源于 CFTC 于 2021 年 3 月 31 日提出的指控，称 Cody Easterday 和
Easterday Ranches, Inc.向牛肉加工厂出售超过 20 万头不存在的肉牛，向交易所
作虚假陈述，并超过交易所设置的持仓限额允许的合约数量。2021 年 12 月 17
